IAEA Safeguards
Another example of a relevant project is a recent project funded by the Department of Safeguards within the IAEA. The consortium developed a tool which had multiple functions assisting Member States identify their reporting obligations and also assisting the IAEA identify gaps in Member States’ reports.
AFRY was contracted by the IAEA Department of Safeguards to develop and deliver one e-Learning module with dual functions: 1) decision tree and 2) reportable transfers between two specified States. The overall aim was to enable appropriate stakeholders in the IAEA’s Member States (including state or regional authorities, facility operators, and others) to identify their reporting obligations in a given material transfer scenario under a corresponding safeguards agreement or combination of agreements. The module was also used as a general reference source for Member States to access the appropriate information with regard to reporting obligations. The module aids IAEA staff in identifying reporting shortcomings and providing assistance to Member States on their reporting obligations.
